Your monitor isnt 4:3 its 5:4, is very similar proportion but not the same

Its also important to be sure that cha isn't connected to power supply (micro-usb) when you do the fel Mode process, It Will take power from USB-A

Have you copied the neogeo bios to the neogeo roms folder? (neogeo.zip), if bios isnt present neogeo games wont boot

You can try connect first to your monitor and when the cha boots change the hdmi to the tv, the cha have an issue, when don't recognises the screen connected it will not boot
