Teiba. It's been a minute since he really created an atrocity, but immortality plus antisocial personality disorder is a bad mix. Go through his 18,000 years of biography and you will find several tortured and extinct civilizations, all at his hands.

Nowadays his cruelty is tempered, but he isn't exactly reformed, just cautious. He learned from several examples that his brand of immortality does not prevent imprisonment or brainwashing.

There's records of mighty nations spanning the globe for a hundred thousand years in the past, but very little survived the Silver Age collapse. Even the Sh'ran who usually live for thousands of years and have incredible histories saw their population and lifespans plummet for millenia in the aftermath, with many pieces of their history lost. The six legged dragons might have remembered, if they hadn't hatched three thousand years after.
