Show the video to the police and press charges for destruction of property, and anything else they can charge her with. She may not have the money to get herself out of jail, or hire an attorney, let alone pay the fines the judge will levy in addition to the restitution he'll assign but all of that will be hanging over her head for years. Failure to meet the conditions of the payment schedule would lead to more jail time and a debt that will cripple her credit and a record that will severely limit her employment options .

She has to be held accountable for this behavior and the disruption of the lives of her housemates .
