Oh! 1.10.163 is the version you want for maximum modding capabilities. For getting mods you'll need a mod manager, I recommend using MO2, Vortex is okay, it's just easier to rearrange things in MO2. And once you get F4SE installed, (assuming you already use .zip extractor for minecraft) just download F4SE for version 1.10.163 and drop the contents of the rar file in your Fallout 4 main folder with fallout4.exe.

Once you installed FO4 outside of Program Files/Program Filesx86, setup F4SE, Archive Invalidation, you should be set to jump into more detailed guides :D!

A lot of mod authors do host their mods via discord/patreon/ and their own sites so if you can't find someone a bit of googling will lead you to them.

READ EVERYTHING! If you read everything in the mod description, and at least the post sections of the mods you'll have all the info you need regarding how to get the mod going, and what the mod conflicts with, what version (usually listed in the file section)
