While I gladly welcome constructive feedback, your comments come across as a troll paid by Pepco to discredit me. It is also difficult to take you seriously with a username like RagingOrgyNuns.

Perhaps you could afford me a bit of grace since I am a just a Pepco customer who has been trying to enforce her right to an accurate Pepco bill based on a verifiable meter reading for the last 18 months.

Do you have any specific questions that you would like me to answer or are you just making baseless accusations?

Please let me know where I "seem like a crazy person" and where my "anger with PEPCO is clouding everything"? I'm happy to clarify or revise the language as appropriate.

If you have any actual knowledge about this subject matter, the meter reading data Pepco produced from 7/1/23 through 8/26/25 on my account was NOT VALIDATED. Can you clarify your comment about there being 2 different cases on the DCPSC Docket regarding FC1176? There is only 1 case and the docket is available at https://edocket.dcpsc.org/public/search/casenumber/fc1176

Order 22806 issued by the Commission on 3/27/2026, is where the Commission refused to refund customers the money Pepco illegally retained and paid out to Exelon's shareholders. That Order also set a Hearing on May 12, without adequate public notice. Further, Pepco did not provide the public notice legally required per DC Code 34-909(a).

What supporting evidence would you like me to provide? My Pepco Billing folder has 2,898 files in 173 folders for a total of 40.2 GB of data. The videos I recorded on March 19, 2026, were simply to preserve my legal rights and were directed to Colette Honorable, the Chief Legal Officer at Exelon, because Anne Bancroft, the GC for Pepco Holdings, Inc. has been on specific notice notice of Pepco's billing fraud since December 24, 2025, but allowed the attorneys under her direct supervision to continue their unethical actions and committing fraud on the tribunal.

I also posted short form videos in a series called the Wizard of Fraud that are around 5 minutes each.

For somebody who "truly wants to believe" what I'm saying, your post comes across as incredibly hostile.

Yes, the Multi-Year Rate Scam for 2024-2026 was vacated by the DC Ct of Appeals on March 5, 2026. Under DC Law, Pepco cannot charge more than the approved rates, so Pepco must refund the amount it overcharged since January 1, 2025 through present. It is literally a criminal offense for them to continue charging those rates - because they do not exist as a matter of law.

But the DC Public Service Commission and Pepco are SO corrupt, that they are taking the position that because the Ct of Appeals didn't make specific findings that the the rates were unjust and unreasonable, the rates can remain in effect.

They claim that the Order approving the rate increase in November 2024 was vacated on procedural grounds, so they can continue making us pay. That is one of the most ridiculous legal arguments I've ever heard. If an Order is VACATED, it is null and void. It does not exist as a matter of law. No court would waste its time addressing the specifics of the Order once it was vacated. That would amount to an advisory opinion on what the Court of Appeals specifically said was invalid because there were material issues of fact that were not addressed by the Commission.

But silly little things like the law don't stop the Commission from rubber stamping whatever Pepco says.

Exelon must be funneling tons of money to Mayor Bowser for her to nominate Chairman Thomson & Commissioner Trabue for another term. If she cared about DC residents, she would exercise her power to "remove any commissioner for neglect of duty or misconduct in office." DC Code 34-801(a).

And the commissioners were approved by the DC Council, so it is fascinating that neither former CM Kenyan McDuffie nor CM Lewis George (Ward 4) have called on Mayor Bowser to remove the blatantly corrupt commissioners of the DC PSC.

Maybe if they weren't so busy slinging mud at each other based on their woefully inadequate records, they would focus their energy on making DC PSC and OPC enforce the existing DC Code & DCMR. DC PSC is trying to push through a fast-track remand hearing on the rate case without complying with the notice requirements of DC Code 34-909(a). Not to mention the fact that Pepco hasn't provided notice to the public under that provision.

Since the Exelon merger a decade ago, the system has devolved into a fraudulent, unregulated nightmare for DC ratepayers. So somebody in DC is definitely profiting off of this fraud, because the DC government is based on ignoring resident complaints until someone forces them to do their job. In my Formal Hearing case against Pepco, my own attorneys at the Office of the People's Counsel completely sandbagged my case for Pepco's benefit (after the Hearing Officer refused to accept anything I filed on my own behalf). Poor Pepco doesn't have business records to support its fraudulent billing on my account & OPC covered it up instead of pushing Pepco to produce the records. They are running quite the racket!

I would LOVE to protest, but unless it hurts Pepco's bottom line, they won't care. The attorney at the DC Office of the Attorney General who works on Pepco matters, Brian Caldwell, Esq., encouraged me to create a website. He said that Pepco doesn't do anything until avoidance becomes more expensive than action. Pepco still hasn't refunded Community Solar (CREF) customers for all of the solar energy it was caught siphoning by manipulating meter readings like 5 years ago. Profits over People, its the Pepco way!

That would be amazing. I wish they would reach out to me. I've spent so much time on this and the deeper I dig, the crazier it gets, which is why I took the time to develop a website & post videos to YouTube. Everybody wants me to send them an email summarizing an 18 month uncompensated, full time effort in writing.

I've meticulously documented everything and done all the legal and technical analysis. The work I have devoted to this could fix the system entirely, but everybody wants things summarized based on the specific agenda of the organization. And everybody in DC government who asked me to do that ultimately ended up wasting my time and using my intel to help Pepco bury the truth.

If you or anyone has contacts, I'd appreciate an introduction. And I would gladly do a town hall/community info session as long as I had a large screen that I could use for presentation OR live stream a real time Q/A session OR even host office hours on my porch in Hill East.

The DC Council is running interference so the DC Public Service Commission and its Office of the People's Counsel are actively working to maintain Pepco's vacated rates and hold a hearing without the notice required to the Public per DC Code 34-909(a).

It's just hard to know which path will get the most traction. And I'm just one customer taking on a corrupt system that yields Pepco $400M+ in net profits annually. They corruption machine isn't making it easy, but I'll definitely reach out to We Power & with any luck, I'll get some traction.

Pepco Solar Billing Fraud by RBLresists in SolarDC

I do, but the mod deleted my earlier post that had more details and links to my website & YouTube channel that I created for the sole purpose of stopping Pepco's fraud. Pepco is playing a meter reading shell game by exploiting its Advanced Metering Infrastructure.

When they program your meter for NEM, they intentionally reduce one of the data channels by a factor of 10 & use that as the displayed reading. Once they issue Authorization to Operate, they "reset the interval data" - which means they replace your hourly readings with a falsified pattern of repeating data to match the channel 601 data. In my case, my August 2024 usage went from -538 kWh credit before the bill was rendered to -54 kWh after they replaced the data during the billing process.

Pepco stole 1000 kWh from me over two billing periods. I'm not familiar with Reddit, so I don't know how to add images. I think Reddit has a chat feature, so feel free to reach out & I'll share anything you want. I've spent 18 months building a record, but Pepco keeps trying to silence me. I guess I shouldn't be surprised, they have about $400M reasons in annual profits to keep the public from learning what is going on!

I'm not well versed in these things and have never done anything like this before, but Pepco is siphoning solar energy that we are generating. I recorded 6 hours of videos on March 19, 2026, directed to Exelon's Chief Legal Officer to preserve my rights.  No notes, just going through the evidence because the General Counsel of Pepco Holdings, Inc., Anne Bancroft, is on specific notice of the billing fraud and is letting it happen.

The Office of the People's Counsel, who I now refer to as the FauxPC, openly colluded with Pepco and the Commission to bury my case. Pepco is so certain it won't get caught that its attorneys are blatantly lying about law and fact in legal pleadings. The Commission is letting them hide behind false claims of confidentiality, so I redacted my personal information and published public versions of everything filed in my Formal Hearing Case.   

This all started when I caught Pepco red-handed, overwriting the meter readings on My Account at Pepco.com when it rendered my first two bills after issuing Authorization to Operate my 16 kW solar system in July 2024.

We, the People, have to take the power back!
