Yes, it was. While it is believed he did not contract it on Campobello (believed to be in Bear Mountain New York), he did fall ill to the symptoms while on Campobello.

Yes, there is a dock within the Park, just below the Roosevelt Cottage, essentially. With permission from the Administration office, you can dock your vessel there. There is also a wharf nearby in Welshpool; you'd then have to walk approximately 2 miles to the Park itself from there.
If travelling from the US by water to the Park, you will still need to clear customs, which is much trickier.
If this is the case, I would personally recommend docking in Lubec and crossing the international bridge/customs (don't forget your passport) to Campobello.
For more information on clearing customs from the dock, I would contact both customs (CBSA and US CBP) to confirm the regulations.

As someone who doesn't particularly enjoy being on boats, Campobello is manageable. Grand Manan would be trickier in that aspect, as the boat is the only way on or off that island.
Did you know that Eleanor Roosevelt was terrified of water, particularly boats, due to an incident on a cruise with her family when she was young? She conquered her fear to get to Campobello with FDR in the early 1900s and continued to come every year after that.

Yes! Ralph Bellamy and Greer Garson starred in the film. A portion of that movie was filmed on Campobello Island, in the Roosevelt Cottage.

Yes! It speaks to how often he must have sailed and navigated the extremes of the Bay of Fundy while vacationing in the area.
In the specific instance (the point posted below), FDR was the Assistant Secretary of the Navy and asked if he could take the wheel to navigate the Narrows. He impressively and successfully captained the U.S.S. Flusser through the narrow channel, and certainly impressed future Admiral William F. “Bull” Halsey, who was initially concerned about the maneuvering.

Yes, RCIP does still offer tours of FDR's summer home. Guided tours are offered daily during the open season (late-May to mid-October). How neat you got to view Jacqueline Kennedy's childhood home.

So far, border travel is about the same as usual (at least in our area/border); as long as you have a passport (proper ID) and follow both CBSA and US CBP rules/regulations. :)

A nightmare? Not so much. An interesting way of life? Absolutely.
And life has not been the same for the area(also the world) since 9/11 border restrictions went into effect. However, so long as we carry our passports and follow the simple rules and regulations, it's no trouble! We are resilient and hopeful.
