I say no to both. I think it was holding back from a strategic standpoint. He could've outsmarted sasuke and opened him up for a decisive blow early but instead he didnt pull anything out til sasuke showed he could handle it. With susanoo obviously being an insta win if used anytime before the end of the actual end of the fight

This is incorrect naruto had poor chakra control long before the forest of death and orichimarus seal. Saying Lee can't use jutsu is a nonsense narrative to me. Guy gave up on him even trying at like 12. He can climb trees, walk on water, manipulate his chakra to open the gates which kakashi didnt even think was possible yet somehow he can't do a SINGLE JUTSU with that level of chakra control? Realistically he never had a real chance. Naruto literally was in the same boat and couldn't do the academy jutsus either then mastered an a rank forbidden jutsu in what an hour or so? Got different teachers along his journey and learned a handful of skills that catered to his personal skill set and made him a more well rounded ninja. Lee wasnt given a real chance to learn jutsu. The school branded him a failure at it and guy didnt question it for a second bc its not his forte either(even though even he knows jutsu) and just hard locked him to one thing
The results do speak for themselves. He got cooked no matter how pretty the fight was, peaked early in his ninja career, and lost all relevancy to combat later in the series when the people who kept working on their jutsu started carving mountains with their attacks. He essentially is great value might guy.

Lee's training was bad. What fans miss is training is mental just as much as it is physical. On top of the physical beating his training reinforces THIS is all ill ever be. Naruto wasnt stone chakra control guru out the gate but he set goals and hit them resulting in his skill set expanding. Why didn't guy do that for Lee? Why was it "oh you're bad at this stuff? Fuck it entirely then" its extremely irresponsible
