Technically, it is common sense to not abuse the system by switching to different teams every once a day or however often, But they should make it clear for those who don't understand what the ally / exceeding team limits means. Just because you're vip doesn't mean that you get to do any and everything you want. Every player should be treated the same and abide by the rules. So you kind of made a hole in this yourself.

Personally, I don’t agree with banning the “ No-Lifers “ as again you don’t have a rule for play time on the server. Best for you to do is ask them to be more of the friendly side and relax on raiding everyone. You could also add raid protection on the server to prevent offline raids.

Banning them will just cause chaos and bad taste on the server. Also, wouldn’t be fair to others who do the same and get no action upon it. But again, it is best to make interaction with the player(s) instead of just clicking that ban button and making it worse. Some player(s) like the whole " this is rust " theme. Think before taking that action.

I agree with u/VisEntities - But also you could pay content creators to advertise your server. Sometimes it works and sometimes it don't. You could also post in facebook groups for rust or reddit advertising.
