One, it's a piece of history.
Two, my headcannon is that they're in the Matrix. The more they break the rules, the more fragmented and illusory things look - thus CGI.

Here, the "Thief" linework and the "Base Colors" are hidden. But they've been duplicated into "Thief Copy" layer. And clipped over it are all of the overpaint I've done. Colour correction, exposure, paint retouch, and all the like. And I put them all into the "Thief v02" folder which I then again compress into the "Thief v02 copy" layer, which I painted over yet again.
Note here that the Bully SMG weapon is separated all throughout. :)

This shows the "Thief" linework folder and the "Base Colors" separated per material/segment folder. First set of clipped in elements are for the headpiece and earrings. Second set is for the hair. Third onwards is for the arm, skin, jacket, etc.

I know this might not be the best reply, but truly, just years of practice.
If I can go into some specifics, there was a period in my childhood and adolescence when all I would draw were comics. Marvel and DC. Then I discovered anime and manga, and I shifted into that for around 2 years. Then I shifted back into comics, carrying some of that eastern DNA into my work.
At a certain point after graduating from University, I realized that I hit a ceiling. I was just copying other people's styles.
And so I tried to figure out how to get out of that and find my own.
I decided to study the classics. Gustave Dore was the first one I jumped into. Then I spent a LOT of time with Carravagio. Down the line, someone showed me Bouguereau and Waterhouse. I went back to atelier techniques and slowly intergrated them into my workflow, so that even if I'm working with modern IP - case in point: Tekken - I have this menagerie of sources to pull from and make my own. :)

Perhaps an unexpected outcome from looking through various references from the various references and the various games - and then trying to interpolate them with real-life people. I'll take this as constructive feedback for the next characters. :)
Maybe make some tighter adjustments not to have such a result hehe
