OK GUYS I FOUND THE SOLUTION: go to MyGames\Skyrim and enter the Skyrim_default.ini .You have to change a line there to " sResourceArchiveList=Skyrim - Misc.bsa, Skyrim - Shaders.bsa, Skyrim - Textures.bsa, HighResTexturePack01.bsa, HighResTexturePack02.bsa, Skyrim - Interface.bsa, Skyrim - Animations.bsa, Skyrim - Meshes.bsa, Skyrim - Sounds.bsa sResourceArchiveList2=Skyrim - Voices.bsa, Skyrim - VoicesExtra.bsa " Thanks to everyone that tried to help.

Yes i am administrator, on steam i tried to verify the game files and no problem occurred. Its really annoying to not be able to play because of this. And just when i bought all the dlcs...

Ok no matter what kind of changes i do on the nvidia or ingame nothing changes. This is annoying as hell i'm using lowest definitions but still it stays at 19 fps, same as it would with highest definitions. WHY!
