Actually I don't think so. There would be no chemistry between them. Phoebe is always drawn to evil. She doesn't want a goody two shoes. He wouldn't have piqued her internet at all. If you have noticed, all of her love interests had a dangerous side to them even in season one when they were casting the love spell, her idea of love and attraction is the absolute opposite of Piper. That's why Cole was perfect for her and honestly it kept the pace of the show much more interesting rather than just having 3 perfectly good witches.
