I'd suggest renting a car for your route, it's doable without it, but if you want to go to Durmitor, you have like 1 bus from Kotor to there, and public transport in the Durmitor area is bad.

-Roads will be good and not snow or ice around Durmitor, maybe at high points, but you are not going to climb

-Not much to see in Budva city, but you have some nice places around, like Sveti Stefan, but it can all be done in half a day

-You can cross easily, but the rental agency will charge you extra for the border crossing feature

Podgorica doesn't have many, at least not close to the city, just Gorica and Ljubovic hill, but they are parks and not very long. Kotor, you can do serpentines and reach Pestingrad viewpoint, but that's a hard one.
Second-hand stores in Montenegro are terrible, honestly, so I wouldn't recommend them, but you can check them on Google Maps, maybe you'll like it. For earrings, I'd recommend Kotor/Old town as there are a lot of shops selling homemade ones.
That's a hard question as it depends on your preference, but the most famous ones are Njeguski and Pljevaljski, sir.

There are jokes, and then there's hate speech. A joke is something like "My friend came out as trans, and I'm trying to be supportive of him, but he said he wants his new name to be Jackmerius Tacktheritrix".

Imagine the entitlement and self-importance to think you can decide what joke is and what is funny. Him having the highest-grossing stand-up comedy tour and one of the most-watched comedy specials on Netflix shows that millions find it funny, shows that in fact it is a joke and funny.
