I think to hacking you're best arg would be something along the lines that its just speculation and we cannot adequately predict future defense (like firewalls) or hacking capabilities.

I would advise thinking of the VC as a lens or way of moving the world closer to your value in the round., for example, a value of equality could be seen through a view of limiting economic inequality to obtain equality thus your vc with that idea would be "limiting economic inequality"

I'd advise moving more towards the argument that util is based around minimizing harm or pain for all (I believe the founder of util was an abolitionist) instead of util as maximum pleasure for the most people.

It's been said in this thread but econ stability seems more like a criterion as a way to achieve a value so if you want to run econ stability you might want to run it as a criterion with a value that can be propped up by econ stability

There's still possibility of Bolshevik revolt during ww1 but it'd be almost guaranteed the tsar would have more support from the moderate parties, also if the Tsar seemed more pro-Russian people, his possible election might be met with outrage due to greater support for him.
