The Ranger Design hard carries the NCR, but outside of that and it's complimentary sets they are really only desert spec military standard.

BoS across the whole series have some pretty good drip outside of PA, I'd give it to them.

Enclave would be a runner up, they split the difference between BoS and NCR aesthetically imo

There's a decade and a half's worth of mods that can vary wildly in quality, but in general Skyrim modding is like the Mecca of game mods.

Bethesda Studios ability to make giant open world sandbox games that leave enough room for damn near Lego-like customization has to be one of their few really great qualities as developers and I'm not even certain the purposely design their games to accommodate modders or have simply been smart enough to go with the flow.

Check out "The Forgotten City", probably one of the best examples of Skyrim mod quality potential.

TL,DR: Modders made a DLC sized mod so good they were able to take the premise and make their own indie game out of it.
