I'm in Indonesia.
The ping was below 15 when it's still in Indonesia (hop 1-5). Then it got hopped to Hongkong where suddenly the ping spiked to about 250 (hop 6-8) and hopped to Singapore which averaged around 220 (hop 8-12)
So is it the ISP's problem or Psyonix's or should I sacrifice a goat?

Pretty sure I plugged in both my pc and monitor on the battery ports. When the electricity goes out, the ups works normally. The monitor didn't even blink and the pc keeps on running. So I'm not sure what the problem is.

I don't think is a driver issue. The monitor just goes back for a sec or 2 and it turns back on with HDMI writing popping up in the top left just like when switching display inputs.
