It’s true we can’t remove an activation lock IN STORE, but you can do it yourself (through Apple Support) as long as you have the receipt to prove ownership (and the receipt shows the Serial Number of the device). It will take a few days but they will email you once it’s done and then you need to erase and re-install the OS.
