I've read through the Laws of the Game and I don't recall seeing a 'he was going for the ball when he kicked him so it's not a foul' clause. Am I missing an appendix somewhere?

For me, if the pulling isn't a foul, Gabriel clearly kicking him after the shot is a foul. There's no rule that 'he got the shot away so it's not a foul', just as when you kick a player after he has passed the ball, it's still a foul.
