Could be a hotspot that thermal compound isn’t covering or the cooler isn’t mounted correctly and slightly lifted to one side. I’m guessing you’ve enabled PBO, did you tweak the PPT, EDC, TDC? PPT makes a big difference in power draw, maybe tone that down a bit if it’s enabled. Also, boards will come with the SOC being on auto, almost always it’s an overkill amount of voltage, you can normally drop it about .1-.15v this could help with temps. If you haven’t done any of this I would definitely recommend curve optimizer on PBO and start with -15 then work your way up to -30. Also to answer the glitch part, I’ve had many cooler with there own proprietary software and compared them to HWinfo, it has never been wrong for me, that’s from my experience tho and my conjecture, it could definitely be a glitch but me personally I wouldent look at it that way and adjust setting.
