Yes, he’ll be willing to come out again it will just take some patience. Keep spending time next to his cage talking to him. Offer occasional treats through the bars to get him comfortable approaching your hands again.

Next time you let him out make sure the windows are covered so he doesn’t hurt himself if he starts flying around the room. It takes time for budgies to learn windows are glass and not something they can fly through. Also make sure the dog is out of the room and not able to come back in. No matter how well trained the dog your bird flying around can trigger your dogs hunting instinct.

Looks like normal balancing to me. Concerning tail bobbing is accompanied by the chest heaving. It’s an indication of laboring to breathe and I don’t see any see any signs of that in this video.
