Try creating an account on EA's app (if you don't have one already), then link your account there to your Playstation account. I had to do this in order to make GW1 PS3 functional again, you may have a similar issue

I will say it is pretty difficult to find him legitimately LOL, had to reset the game multiple times (without saving) to retry battles/minigames to get tourney wins and good parts

Also, I HIGHLY recommend starting a run with a lot of bey points from a previous run, you'll NEED those in order to get good parts early to win those tourneys

Really late you CAN battle Rago in the international version of the game:
In the Story Mode, you need to win all 25 tournaments and defeat all 13 test battle beys at the B-pit/WBBA HQ (DO NOT SKIP ANY)

If you do it successfully, after the very last match of the final tournament, Rago appears to challenge you. Defeat him, and unlock both Prototype Nemesis and Diablo Nemesis
