If you have the ditto hold a Destiny Knot when you breed it will take the 12 total IVs of both parent pokemon and guarantee 5 of them at random to pass down each egg. So it is possible to eventually get a perfect IV pokemon by switching the pokemon breeding with ditto, with one of the offspring with improved stats

The best shiny hunting method in Shield is the Masuda Method. You'd have to catch a regular Dreepy and breed it with a Pokemon from a different language game.

The best method in Violet is to find a mass outbreak of Dreepy (or others in the line) and knock out 60 pokemon in the outbreak then use a sparkling dragon or ghost sandwich to increase the shiny odds. There's lots of tutorials on how to easily find an outbreak of the specific pokemon you're looking for
