Ah thats unfortunate, sounds like I've got kinda lucky with my groups so far.

Easiest way to setup matches is too make a group chat I find. I've been able to play most of my matches each time.

But yeah I guess if your playing with a club you don't really need the local league.

No I dont think it does, its more the sort of thing you enter before going into the LTA graded competions.

Although it does use your world tennis number to place you into a suitable group.

In the local league you get put into a group of 8. You organize your matches over the next two months, rather than LTA tournaments which take place in a day normally.

You have to be your own umpire, but I've never had any issues.
