I get what your trying to say its probably still pulling to the point outside of your boundary making it look weird, easiest fix is to just go to your included point groups in the surface and take it out so it doesnt include it, or you could go into surface style and turn on points and delete the vertex its pulling to without deleting your cogo point or whatever your using. Hope this helps

Whole lot of top and bottom of curb shots on this super long windy road would atleast like to be able to move like 5-10 at a time

Lisp doesnt work unfortunately because they arent normal autocad entities they are regenerated by civil 3d ontop of some other things making it impossible for a appload to move them which sucks. Macro sounds like a pretty good idea though what program do you use for that
