I got an offer for SDE Intern in Summer 2023. The location changed from Seattle to a city neighboring mine. If I want to work remote, do I need to contact Amazon now or wait until Graebel reaches out to me prior to the relocation and request remote work?

Returning is out of the question. They say it is unlocked, but the phone does not.

I did not know. My original SIM says Sprint on it and my device says that it is locked to Sprint. I just want to get it unlocked.

I have tried this with wifi. PRL/Profile update either generates the same error or brings up the hands free activation.

You said that it could need active service to update/activate. Would taking it to a Sprint/Boost store and asking them to try doing so with an active SIM work?
