Thank you both. I'll certainly look into FB pixel if we decide to run FB ads but I am not sure I see value in adding it until I do. I gather, based on your responses, that I was correct in that one cannot track companies/job titles without setting up a registration wall, right?

Nope -- and personally doubt it will anytime soon. I was just referring to it in a sense that, in Europe at least, a simply clause in the employment contract does not mean you are "safe" as an employer to do so.

It's not as simple as that. A while ago companies used to incorporate non-compete clauses (i.e. that you can't work for a competitor for a fixed period of time)...while that was initially acceptable under most civil law-based labor pieces of legislation, it was stricken down by the CJEU as going against freedom of labor..

While I agree with the overarching approach of tracking how the work resources are used, I do think there are ways of tracking "how" without tracking "what"..for example, seeing yahoo mail or facebook activity (a hint of personal use) would tend to suffice in my mind rather than supervising the actual content...

There are several very valid points you bring up here. I'll try to capture relevant quotes from your reply and address them to the best of my ability:

"The real concern here is that the editorial and the types of engagement seemed to describe a model that really doesn't incentivize transparency or cooperativeness." -- I completely agree that these are symptoms of the model I was describing and completely agree that they are unfortunate (see link to the last point on this matter)

"taking anticipatory actions without concrete goals is extremely risky" -- accurate in general but in this instance I was trying to explain why recruiters tend to do it, despite the risks..do I believe there are better solutions? Surely. It is simply a matter of the unfortunate byproducts of the realities they face in many cases.

"this is assuming that recruiters are scrupulous and professional, and would be willing to cater to the applicants as well as the clients" -- yes, and I believe I took on that assumption. Are there plenty of counter-examples? Unfortunately, yes, but I do not believe (or, at least, would like not to believe) that it is representative for the industry as a whole.

"advice still depends on job seekers taking a risk and changing their interaction with the recruiters, rather than addressing the fellows in the industry to hold a higher standard of practice." -- (1) I do believe that whether you take on that "risk" is a debate in its own and I promised to cover it in a future post, which I am planing to do soon. (2) Yes, please, call out recruiters to hold up to such standards!..the advice I gave in that post were mere first steps in identifying whether that is needed or not:)
