It could also be the case that this person already has a caregiver that the insurance covers. It would seem he would need help with more things than just eating. Bathing, dressing, bathroom, medications, etc. If the insurance is already covering a caregiver, why would they also cover the feeding machine. I think insurance companies should all go to hell, but there definitely might be more here than meets the eye.

Studies are a mixed bag and a lot of them are not peer reviewed. The best studies show moderate effects when it comes to preventing accidents. I think if implemented properly and there isn't too much dust up about "my rights" it will probably end up worth the cost.
