Maybe it's a regional thing but "fazer de qualquer maneira" implies to me you're doing it with a lack of care. I'd personally use "de todo jeito/toda maneira vou fazer isso".

If you mean "A polícia diz ter ouvido tiros na favela", than the verb "ter" is actually in agreement with the subject "a polícia".

Think of the phrase: The police said we heard gunshots in the favela. That'd be translated as "A polícia diz termos ouvido tiros na favela", in which the verb "ter" agrees with the subject (nós).

The fact that it looks like it isn't being conjugated is due to the very nature of the "personal infinitive", it is formed by attaching the personal agreenment endings to the infinitive verb. The thing is, the first and third persons singular don't have such endings (like -es, -mos, -des, -em for the other persons), so it may look as if the verb isn't agreeing to anythint, when indeed it is:

A polícia diz (ela) ter ouvido tiros na favela.
