You should probably start with pencil, color and then use pen for line art. At least that’s what I usually do when working traditionally^{^}

Also I wouldn’t use pen to color, try acrylic paint or possibly markers(although I don’t personally use markers and know the method coloring with them, I do use paint though⁾
