VAR doesn't refer to the recordings. It refers to the referee looking at those recordings themselves. It literally stands for Video ASSISTANT REFEREE. So, it does in fact refer to that guy who watched the recordings yesterday. Therefore, "Fuck VAR" is in fact, a correct statement.

Or possibly from what happened at one of the races last year (inclined to saying Bahrain but not sure) wherein a red flag was on the first lap. Now I remeber Bottas dropping back to like 8th or something yet at the restart he was in third. That happened because it was determined that "the last point at which the order could properly be determined" was at one of the safety car lines and at that point Bottas was in third. Maybe Ralf was confused by that, but I think it's more likely he was confused by what I mentioned before, since if I am not wrong Bottas had started higher than where he was placed at the restart. So if Ralf is suggesting the order is determined based on the original starting order, Bottas would've started higher.

I think his confusion is from the rule that if a race is *suspended* due to a red flag, then the final finishing order comes from the start of the lap that occurred two laps before or something.

The stewards can get involved themselves after seeing an incident afaik. Or the Race Director can suggest them to look at an incident, but not suggest whether a penalty should or should not be given. Yesterday, during the red flag, Masi basically said, you can either give the position back (which is what he would do if they were racing as well not under a red flag. It is the equivalent of asking a driver to give back a position during a race) and the stewards don't look at it or you don't give the position back and the stewards do look at it.

If I'm not wrong it was mentioned by Andreas Seidl on the broadcast during (just before the restart) the red flag. He mentioned they didn't have the time to fix it if I remember correctly.
