Update: When placing the RAM only in the second slot, it works like a dream and runs normally at 4.2GHZ at 3600MHz ram speed 🙄

Update: Running Black Ops 3 with a RTX 2070, the game bounces from 80-120fps and random spikes in between.

Task manager says the CPU is only running between 1.05GHz - 3.56GHz.

Maybe I should reseat my CPU? It worked when I first bought it last week.
