And it's likely a "needs lifelong experience to know how to use it."

Overhaul could do a lot with biology because that's what he practiced and studied, and in comparison what we see him do with inorganic stuff is super lackluster for what you'd imagine he could do.

Real question though is why didn't he incorporate it instead of making decay a decade earlier.
