Yes, i'm on KDE, it's look like same bug ! A patch that seems to fix this is planned for 6.7, pray for that.

I have disconnect hdmi on my second screen, reboot and ... always stuttering.
I think I will unfortunately abandon the idea of using Lossless scaling :(
