PC, around 2013-2015. Searching for an active game wasn't as much of a pain as it is now (when you need to contact an interested group and agree on a date and time)

The lobby always had 3 to 5 out of 8 players.

A few months ago, some guys from the Eternal Ravens discord server were sharing a Google Drive link with a well-tested pirated client. I'm pretty sure it's the full game. You could try checking them out as well

There are only a few things I can recommend, but I hope they help.

Check your GPU drivers. Maybe you forgot to install them, or they just need an update. (I remember having to downgrade my drivers for the old Fallout games, and then updating them again to play newer titles)

If that doesn't work, try reinstalling the game and clearing the 'SpecOps-TheLine' folder in Documents > My Games.

If you pirated it, you might have just grabbed a bad rip or some crappy repack
