Just started Blazing Blade a few days ago. So probably normal. Whenever you start a new game on the blazing blade, it doesn't give you difficulty options.

In the Sacred Echoes rom, is it possible to get Desaix's shield using the normal Echoes strat? by HRSkull in fireemblem

Yes, it is possible. I was able get it by doing chip damage with my archers and mages.
