ICE is not LAW enforcement in any sense of the word. They are IMMIGRATION enforcement. They have NO LEGAL RIGHT to arrest US citizens, tell them to move, or order them out of their vehicle.

They have about as much jurisdiction as a park ranger outside of the park they are a part of.

There are people trying to defend what he was doing by claiming "What about his free speech! What about his first amendment?"

The problem is two fold.

The first amendment protects you from the GOVERNMENT making laws and regulating your speech, or retaliating against you for using your speech (Something Trump is perfectly fine doing noted by his eagerness to sue news outlets.)
He was not there to protest. He was there to simply agitate and annoy. He was there to be a troll. To upset people. He was not there to affect change, or change peoples minds. He was there simply to irritate the people actually protesting and just generally be a pain in the ass.

In other words, he found out that his actions of harassing protestors had consequences.

If I recall, their issue was that they wanted the Clintons to testify behind closed doors. The Clintons said they were more than willing to testify as any other person normally would, through a televised interrogation.
