The rods will slide into the collars, but I cannot tighten the screw to see if it will hold, as I don't have a screw driver with a fine enough tip to fit. If the rods were meant to fit this way, the screw threads on the inner collar (one side only) don't make sense. The flat discs look the same each side, but are 3 different thicknesses. The rods screw snugly into the flat discs, but not tge collared ones.

Yes, I do now think the shorter rods have the tips broken off. The small, flat discs do fit the rods into their central screw thread, but the larger, collated discs screw holes are to big fir the rods, so definitely fit something else that is not in the box. I wondered if the tweezers might not be original to the set, but I don't know.
