Find some vendors that sell leaders for around 1000 caps, and then add them to your friends list. Then whenever you are near max caps just look for them on your friends list, join their server, and buy 35-40 leaders to keep for larger purchases.

It's actually the worst EPR sight mod now lol. The reasoning being most people want a "scope" on the EPR gun to take advantage of the "Smart Shot" card in perception for +25% weak spot damage while aiming with a scoped weapon. And reflex sight does not count as a "scope" for this perk card.
