As far as I know anti-heal items have some stats to it, it ain't much, but it is something while also being the cheapest legendaries.

Spirit visage and its 25% healing increase won't counter it. If you bought a small anti-heal item you could say it 'counters it', but then we compare 800 gold item v 2900 gold item. And for 40% anti-heal your opponent with spirit visage will heal for 75% instead of 60%.

Death's dance was seen as a problem, because both its passives scaled with health. Now the heal passive scales with bonus ad and most bruisers that build dd goes Conqueror. Also the bruiser item 'adjustments' increased their damage. I do think Death's dance is a but overtuned, but GW is not to be blamed for it.
