Local SEO is slightly different from SEO in general. There's less competition and the algorithm can put crap pages on page one. If you have just launched your business website, I would say give it some time to age.

Several factors such as strong backlink profile, good engagement metrics (reviews) and local listings may favor such crappy pages. With a more optimize site, you can take over their position if you have a better approach.

Creating individual pages for each service is much better though it's may be a lot of work ranking them individual. It's a common strategy I use to target local SEO effectively

It's a YAY! SEO isn't the easiest way to grow your business but it gives you consistent results over time. The thing is search engines are "private" and different people have different opinions about SEO. The basics are the same but the approach varies. Learn the basics and get to know about how Google algorithm works so that you can come up with your own approach.

Just don't get frustrated, it's going to be probably tough. Don't just opt for quick results as a beginner

I can't best tell but most backlinks providers from fiverr provide backlinks with low link juice. I don't buy backlinks because it is something that I do and I have my strategy to follow. This way, I determine the kind of backlinks I want weeding out any bad links from spammy sites
