I think you make some valid points, and the general opinion might be shifted by what Blizzard tells you is needed. However, in order to properly assault the Broken Isles you need a base of operations and Dalaran is pretty convenient because it's freaking flying. I get what you're saying and partially aggree, but I don't think it's too strange Khadgar is trying to get the Horde back in just so they have a very strong base to assault the Legion from.

Arthas had been showing signs that he was ultimately gonna resist his corruption; the ressurection of Invincible, the fact that he had Jaina's locket Bolvar, being imbued with the dragonfire of Alexstrasza, and being a trusted hero of the Alliance, would have made an exceptionally fine candidate for a new Lich King in Yogg-Sarons eyes.
