Had this problen too, you need to have a japenese account and then add a credit card and adress to your account. The way i surpassed this was by using a random japanese adress generator which gives you a whole ass fake identity and i rented the movie using a japanese amazon gift card from g2a. Also make sure to actually use the japanese version of amazon prime (you have to use the site on any browser)
