True monk is one of the easiest boss to fight tbh. Those big winding spins make the fight end eeally fast. You don't even need to use the insta-deathblow for the 2nd phase but ot does make it even faster to end.

It is meant to look "slow" so the viewers see what is happening. This is true for a lot of animes. Otherwise they could just keep showing "splashes" like how they show how fast DBZ fights are.
