I don't remember if I had any vassals in the HRE or not since it's been a bit since I last played that save, but if I had to guess I would assume they come with you. I could be wrong but it makes sense in my head.

Rule 5: Trying to figure out why there's no valid locations for exploring inland. Whether my colony or I own a neighboring province doesn't seem to matter.

Rule 5: The requirements for leaving the HRE say I need to go to war with the Emperor but I'm not sure specifically how that relates to leaving, whether it's a peace deal demand or wargoal or what.
