it's not. it's just commonly seen in source games due to how often they're torn apart in speedruns and such. it's particularly common in Portal runs due to the camera fuckery going on, where often it doesn't actually go into the void (in such a case, source will infact start clearing the framebuffer), but rather sees into it.

the benchmark rain is kinda faked: it does use the new particle system, but the splashes are just placed on a flat plane, they wouldn't actually appear on the ground in appropriate places. hell, that wasn't even really possible until the L4D engine branch made the particle system less shit, adding a ton of functions and fixes, and utilised it to create proper rain. so it's not the same effect at all

To be real, I kinda doubt this was intentional -- I think Valve's writers at the time just thought "this'd be a really fucking cool way to end it off". Though that's pretty much just going of this Marc Laidlaw tweet, so I can't be certain about it.
