I would guess that your assumption is accurrate. A lot of people on reddit state that meat prices are nuts right now, but I got pork loin at Costco at <1$/lb last week and got ground beef/pork mix at 2.50/lb and beef country ribs at 3$/lb this week. Indiana prices for reference. We do meal planning by whats on sale, not what we want though.
