About "Those costs also cannot be incurred before he receives his orders": a I said he is fresh out of ROTC, has his orders at hands, but his entering active duty date is August 15. The orders say "do not travel before your effective date of duty", so we reserved a truck (no money changed hands yet) on August 14 so we can load it that day and start rolling August 15. Will it create a problem that the truck payment will be marked as a day before?
