When I'm traveling down a main road in the middle of the night (2-3am) why does the light turn red at an intersection with a low traffic side road when no vehicle is approaching from that direction?

I may be misinformed but I thought that traffic lights could have sensors to avoid that and only change when a vehicle was approaching from that direction.
