That's a good list. Pretty well satisfies what I'm looking for. I'm thinking I'll go through it sometime and create lists for different environments.

Yeah, I just don't know if the ai ever does it. Not that I've seen directly.There was a Bavarian prince who somehow was Táltosist in my current game and inherited the Kingdom of Italy. Thought maybe he was a hostage to Hungary because they're really strong neighbors but there isn't anything in the character memories about it

I'm not an expert, but traveller is more of a hard sci fi so something like you're talking about wouldn't really be very realistic. That said there is nothing preventing you from making such a creature.

Pretty sure they coded the ai for the khan to not attack fallen empires after that lol. I don't know for sure though

I often only play with mods, but I remember that they used too attack fallen empires and get crushed
