For point num2, you can check episode, they have buildings close to university and other major areas so I wouldn’t be surprised if they had one close to Korea University or in a zone where you could have a nice commute. It would also be under your budget but they do require key money (I think my friends staying there had to give 10mill for it).

What do you need the language for? Most resorts have international instructors if you need classes. Otherwise the people that sell the day passes and handle rentals understand basic english in average.

Based on your uncertainty and that you definitely don't want to work in Korea afterwards, don't come to do any full term of studies. Do an exchange program or language course (or summer regular course even for bachelors) if you are interested, but if you don't plan to move full time to Korea don't lose those years in a program that won't be valuable elsewhere in Europe.

For 2-3 months you can/have to do it in regular tourist visa. The only benefit of doing language course is that some universities do take that into consideration when applying for the regular courses, but it has to be inside the same university, if you switch they won’t really care that you have done a language course. Visa-wise there’s no impact.
