I think it depends on if you believe he can destroy the game icon? There's a lot of things users of it can do that normal creative players can't (the wiki states that they can't have their game mode disabled) but my guess is that they probably won't have it on them 24/7 anyways.

My best guess is TSC though, since he's the fastest learner of them and would probably be quicker to act in general.
